Tobacco Use at Clay City Park

Anyone who has come to the Clay City Park have seen people standing in the parking lot or sidewalk with a guilty look and a cigarette in their hand or their mouth. And even Clay Recreation Association Board members have been seen with chewing tobacco.y

The City of Clay has an ordinance that all city property is smoke free. But no one is enforcing it.

Councilman Charles Webster said in an earlier meeting that Clay Recreation Association coaches had agreed to no tobacco use at the Clay City Park at all.

Clay Recreation Association president Chris Sharit told City of Clay Park Board members that setting up a designated area for smoking would be better. “We had 6,000 people here on Saturday,” Sharit said. “With that many people, it’s hard to enforce.”

He said having a designated smoking area with a place for cigarette butts will reduce littering.
In the last month, Jeffersosn County Roads and Transportation has brought repaving crews to the Clay area. Roads included on their list for tar and gravel include ends sides of McFrancis Road, Pine Tree Lane, Hickory Lane and Self Lane. These are all small residential roads in the original incorporation area of Clay.

The Public Works department at the City of Clay had graded all the roads in Clay, and found the above roads to be in worse condition. Brewer Lane and Brewster Road are city road that are going to be paved or already have been.

The city had also installed speed bumps on some roads after receiving complaints. At a recent council meeting, Councilman L.B. Feemster read a letter from a Somersby resident thanking them for installing the speed bump.

One of the roads that had a speed bump installed was Self Road. Wayne Sullivan, director of the Roads and Transportation department in Jefferson County, said he told the city that they had to remove the speed bumps or the county would turn over liability and responsibility for the road to the city. The speed bump was removed.
Councilman L.B. Feemster is still working to reduce traffic fatalities in the City of Clay. His newest idea is to install radar speed signs, that will flash the speed a driver is goin when he is driving over the speed limit. These are similar to the portable ones the Sheriff’s Office uses, but the ones Feemster is looking attach below a speed limit sign. Feemster said Clay can attach them to power poles and connect to the power there.

The cost for four signs for Old Springville Road is $14,980, according to a quote from one company. Feemster asked the council’s approval to look into other companies that might have them cheaper.
